The worshippers of the Emperor In Rags live in Fisherman's Rest Incorporated Waste Disposal.
It is unclear whether the Emperor In Rags is licensed or illegal, although based on their nature of living away from others in the Peninsula it can be assumed they are an unlicensed faith.
They choose to build houses from and among the garbage and waste. This is because worshippers of this god aim to live without the things that they never truly needed.
As a result, worshippers occasionally realise that they do not need parts of themselves. In worship of their god, they surrender those parts of them to the dump. This results in lots of injury and sickness within these communities.[1]
